Management Inputs and Credit Co-Operatives: Lessons from a Field Survey of PACS

This paper discusses the impact of management inputs provided to credit co-operatives in selected districts in the course of a pilot project sponsored by NABARD and financed by the World Bank, on the assumption that such inputs would improve, and strengthen the rural credit delivery system. The PACS in five pilot districts in five states have been compared to PACS in control districts. On selected criteria, it is felt that the inputs were not all that effective in strengthening of credit delivery by PACS. Some reflections on why management inputs did not improve credit delivery system are provided in the conclusion.
