Note on Feldman's Planning Model

G. A. Feldman's model (1928) was framed to help tackling the key problem facing Soviet planners on the eve of the launching of their First Five-Year Plan (1928-33). After rounds of wholesale nationalization beginning in 1918 under 'war communism' and de-nationalization under new economic policy (1920-28) and dis-enchantment with a single-sector approach on planning, the Goelro, a multi-sector approach was being broached.
