The phenomenon called 'cold fusion' or low energy nuclear reaction has been a challenge to accept and explain. The problem is compounded because an effec-tive explanation must be consistent with the observed behaviour and natural laws. Hundreds of explanations have been published, but none was able to meet this expectation. Consequently, acceptance of the pheno-menon by conventional science and application of the energy have been handicapped. The present article summarizes an effort to reduce this problem by identi-fying a few critical requirements and proposing a mech-anism that is consistent with these requirements. This model can also predict many behaviours of importance to science and commercial applications.
