In this paper, a novel data-hiding technique is proposed, as an improvement over LSB data hiding technique. In order to enhance the image quality of stego image, an optimal solution is implemented by embedding bits in a random manner. After embedding, the dimensions of the image seems to be static, the stego and cover images are identical. The result indicates significant improvements in the image quality measures (IQM) such as PSNR, MSE, Entropy and Correlation. Comparative result shows better MSE, Entropy and better correlation values for optimum method. Increase in number of bits provides closer values for PSNR, MSE and Entropy in optimum method, provides better correlation. In fact the scheme provides better IQM for local adjustment of pixel values over without pixel adjustment. The results of this method are quite promising.
