In recent years, the energy consumption in cellular network is a key issue from both environmental and economical aspects. As it accounts for larger energy use and therefore lowering their energy consumption appears to be beneficial from an economical perspective. This paper investigates a technique to dynamically turn off the base station with accuracy when their network traffic is low thereby optimizing the energy efficiency of a cellular wireless network. When some cells are switched off, their radio coverage and service provisioning are taken care of by the other cell that remain active, to guarantee that service is offered over the whole coverage area. The above discussed problem demands for a power efficient hybrid mechanism which is the combination of centralized and decentralized algorithms. With hybrid architecture, the base station is provided with distributed energy saving functions and OAM (Operation and Management) is enabled, to steer the process by configuring preferable network areas, time periods and load thresholds. An attempt is made in this work to propose the same and to analyse its performance. Simulations demonstrate the energy efficiency of the proposed scheme and its suitability can be estimated from an example scenario.
