Technical Education & Employment in 4th Five Year Plan

Last year and year before in this Re-Union Business Meeting. I had the opportunity to discuss about the expansion of Technical Education and Employment in India, when it was anticipated that 40,000 Engineers will be surplus at the end of 4th five year plan even if a normal industrialistic plan is followed in the fourth plan period. But, the fourth Five Year Plan seems to be an Agriculture-cum-Defence oriented plan, which, of course should, be a must for the present condition of our country. Secondly, the fourth plan has already been deferred by a year.
