Road Engineering in Relation to Road Casualties

An eminent road engineer, in reading a Paper recently, said that "the overwhelming majority of road accidents are due to the personal element, and occur in circumstances for which the road user is primarily responsible." The eminent author would probably agree that, looking at the matter from another point of view, it may be said with equal truth that the overwhelming majority of road accidents are due to causes for which the road itself is primarily responsible.
