A few years ago the surface dressing of all road surfaces, except the more expensive high-class payements, was regarded as necessary normal practice. The object, on the first introduction, of surface dressing was to overcome the dust nuisance. It then became the maintence of a waterproof seal to the road and then, in addition, the strengthening and roughening of the wearing surface.
