Problem:The Chaos:
Calcutta is surrounded by marshy land except for a narrow strip of ribbon of comparatively high land running along each side of the river Hooghly for approximately fifty miles. About 7.5 million people of the metropolis is concentrated at about 87,000 acres of developed land. The density varies from 5-10 persons per acre at rural fringes to about 1000 persons per acre, that too with 2 to 3 storey structure.
