Lose of crop, property and life due to flood has turned almost into a regular feature in the eastern part of the country these days. Since the tragic flood of 1968 in the Teesta valley in North Bengal lots of debates were heard here and there including the parliament. Governmental activities were noticed. We have heard lots about flood control measures, flood warning system, flood control board, and what not. The hopes and assurances publicised through public presses and news bulletins proved to be castle in the air at the time of need, at the time of the problem.
