“CONTROL” is the essence of all organisations. It is the focus of industrial sovereignty which enforces its own rules for itself and its constituents. Control is achieved by locating critical, key or limiting points and regulating current performance through strategic points. Control is often viewed with suspicion and criticised as something negative and restrictive in character; but control is not undemocratic and there is nothing in the function of control that prevents freedom of action or exercise of initiative, within the rules. Control is positive and constructive, intended to help and not to hinder. There is a marked tendency to change the designation of manager. The control of mental activities and manual activities is vested in respective competent authority, for direction, supervision and corrective action.
