Following the Bhopal- gas tragedy during 1984, the industfies started becoming aware of the danger of Pollution through leakage of Toxic substances from plants which could affect the mankind and the environment seriously if the plant and equipment are not maintained in a healthy condition (1)

Despite this awakening, a series of disasters of different magnitudes took place all over world. Only to name a few of them :

1) Charnobyl disaster in USSR in 1986

2) Chlorine leakage in Calcutta in 1987

3) Oleum gas leakage in the DCM in Delhi in 1988
