The Elementary Education Bill

The Hon’ble Mr. Gokhale said:"My Lord, I rise to ask for leave to introduce a Bill to make better provision for the extension of elementary education throughout India. Hon’ble Members will recollect that about this time last year, the Council considered a resolution which I had ventured to submit to its judgment, recommending that elementary education should gradually made compulsory and free throughout the country, and that a mixed Commission of officials and non-otficials should be appointed to frame definite proposals. In the debate, which ensued on the occasion, fifteen Members, including the Home Member, the Home Secretary and the Director General of Education, took part.
