This is not a history book, but one on political science. It does not narrate individual events as they occur and does not comment on the motives, successes and failures of individual actors. There is also no reference in the book to the two great issues which are the subject of contemporary writings - the issue of personalisation of power and the issue of corruption at the highest level re~resented by the alleged giving and taking of Suitcases full of money.
