This paper aims to define that how information and communication technologies strengthening the libraries in rapidly technological changing environment. Moreover, to unveil the government programs which have been started to strengthen the academic library system under the aegis of National Education Mission through ICT. Methodology Approach- Personal observations and experience were used in developing the theory. Inferential Observations- The inferential observations of this paper is that Government of India has taken numerous initiatives to address the issues, opportunities and challenges of the ICT applications but still strong policy on ICT is awaited. In addition, there are inequalities to install the ICT tools in under-budgeted and under-developed libraries and information and resource centers so that they are not coming forward to participate in the web world. Practical Implications- The government of India has to provide the funds to the academic and under-budgeted libraries and to work on ICT framework policy in universities. The poor states of India should also be improved by the GOI for sustainable adoption of ICT by the under-developed universities. The paper proposes that every institute has to show the eagerness to implement the ICT in its academic pursuits and GOI has to take the responsibility of funding so that more and more e-contents may be generated.Keywords

Pick any library of decades 1970s, 1980s and 1990s, chances are that it looked to be very different in comparison to that present scenario. Although it was impossible to anticipate the when, what, and where of changes are required in the library. Nevertheless, the libraries had changed drastically by the succeeding decades and some new concepts raised i.e. Hybrid Library, Electronic Library, Digital Library and Virtual Library. Adoption of new technologies proved regulatory change in the milieu of library and its services. During transaction phases from traditional to digital, the library has undergone many upheavals but the necessity and inevitability of change enables them to see times of transition not as threats but as opportunities- opportunities for reinventing the library and its services which are proved mile stone in the history of the Libraries. Information and communication Technology is transforming the world by spreading information in nanoseconds. Library preserves information for users and disseminates the information to its users as and when they required but if the dissemination system is improper and inefficient, the preserved information is just like a haystack. However, information and communication technology in particular is changing the way of library retrieval and dissemination of its services. The e-resources on Internet are considering as electronic repository of information. The libraries play a fundamental role in selecting; evaluating, monitoring and providing seamless access to digital contents available on the web and others e.g. consortium, e-journals, and academic websites. To provide these contents seamlessly to users at their desktop, many promising steps have been taken by the government. New technologies promise to deliver the information to the users on their desktop seamlessly and immediately from any corner of the Cyber World. This study attempts to find out the level of awareness of Digital Library, Electronic Library and Mobile Library and their services.Keywords

Present century is the witness of the revolution of information and communication technologies. The applications of ICT are omnipresent and capable enough to change the scenario and orientation of the academic communities and libraries also. Even, in the coming years, the library would be available into a single electronic chip which would be portable and access online and offline both. In the last decade, the production of the information and knowledge has happened beyond the expectations which leads challenges in front of the stakeholders that to manage, organize and mobilize according to the needs and demands of the Generation "Z" users. The modem user seeks information by hook and crook, ethical concerns do not matter. In the twenty first century, the contents are available in electronic form and accessible 24x7 throughout the year along with remote access. The digital contents under consortium are also the part and partial of ICT revolution and have been proved mile stone in the history of academic and research activities. Libraries are being strengthened after emerging consortium. NPTEL video contents and Library Networks enable the libraries to access round the clock. With this facility, researches are being conducted in different parts of the world and their results are being reached into grip of every concerned end user without wasting a single minute which help to extend the further research scope. The ICT applications allow to scholars to participate in ICT enabled learning strategies. However, to ensure the accessibility of libraries round the clock is still challenge in front of libraries and information resource centres. ICTs landed with some unique benefits, issues and challenges which need to be addressed so that maximum benefits may be taken from the applications of the ICT.Keywords
