A Local Global Theorem for Extended Ideals

We establish a relative version of Quillen’s famous Local Global Principle for the elementary linear, symplectic and orthogonal groups acting on a unimodular row. Using this we deduce a symplectic analogue of a theorem of W. van der Kallen’s Excision theorem for the action of the relative elementary linear group on the set of all relative unimodular rows.
