Circulation is a primary task of a service library. The goal of circulation is to maximize the availability of all materials to the user and maximize the use of library materials. Within this overall perspective of availability and use of library materials, the twin objective of efficiency and economy are the major concern of any circulation service. This means creating effective charging and discharging systems and procedures for all types of users for different types of library material.
