A Survey of Pavement Evaluation Techniques in Some Selected Agencies in Ile-Ife, Osun State, Nigeria


 

 This paper presents a preliminary report of a survey of pavement evaluation techniques adopted by departments responsible for road maintenance in some selected agencies in Ile – Ife, Osun State, Nigeria. This is with a view to determining the adequacy of these agencies’ road maintenance procedures. A structured questionnaire was administered to thirty eight respondents, consisting of eighteen engineers and twenty technical officers, at Obafemi Awolowo Unuversity, Ile – Ife, Obafemi Awolowo University Teaching Hospitals Complex, Ile – Ife, Ife Central, East and North Local Government Areas in Osun State, Nigeria. In the questionnaire, each respondent was required to state name of establishment, qualifications, length of service in the road maintenance schedule, pavement evaluation techniques, quality control and quality assurance tests adopted. The retrieved questionnaires were thereafter analysed with SPSS package. Thirty – two questionnaires were retrieved out of the thirty – eight distributed.  Length of service in road maintenance schedule for the respondents for less than 5 years, 6 – 10 years and above 10 years and were 34.4 %, 25.0 % and 40.6 % respectively. 90.3 % of the respondents adopted visual method of pavement evaluation, while 9.7 % adopted visual, and field and laboratory tests methods. 29 % ensured quality control during rehabilitation/construction, while 3 % carried out quality assurance test. The results showed that, for an experience bar of 10 years and above, about 60 % are under resourced in terms of experience and pavement evaluation technique largely subjective. Furthermore, quality control is inadequate, while quality assurance is rarely carried out. It can therefore be concluded, that, roads in the jurisdictions of these agencies are poorly managed and badly maintained.
