Categorization of E-Governance Projects on the Basis of Standards Followed

As per a study conducted by University of Manchester [1] in the year 2008, about 85% of e-Governance projects fail toachieve their stated objectives. Such a level of failure is abnormallyhigh and is unacceptable since such projects deal with huge amount ofpublic money. It is important to minimize such failures. This can beachieved by defining some important standards and relatedbenchmarks, for e-Governance rollouts to follow. A detailed study ofsuccessful e-Governance projects will be very helpful in identifyingthe key parameters which led to their success. These parameters canhelp in the evolution of common e-Governance standards. This paperis an attempt to identify the need to categorize e-Governance projects, suggest few categories, and identify key standards followed within the categories identified. It also introduces various benchmarks andassociated metrics within the above mentioned standards. The studyfocuses on three popular E-Governance projects of India (BangaloreOne [2], E-Seva [3] and Treasury Automation System [3]).
