Abstract

This study investigated the factors affecting the level of implementation of organizations projects, targeting public secondary schools in Teso North Sub-County. The study considered project planning, budgeting and procurement management as the factors that affected the level of project implementation. The study aimed at enhancing school project implementation in the Sub-County. The study was conducted between June and August through a survey of the 24public secondary schools in Teso North Sub-County. Data collection was majorly through questionnaires. Data collected was organized under different variables and the frequencies established, percentages and ratios calculated and results presented in frequency tables, graphs and pie charts. Data analysis involved inferential statistics where Pearson’s Correlation was established. The findings of the study indicated that all the schools agreed that project planning, budgeting and procurement management affected the level of project implementation to a large extend. The main sources of funding were school fees and Constituency Development Fund (CDF). A majority of schools indicated that funding for the projects was inadequate, occassioning slow project implementation and incomplete projects. Most of the schools indicated that the total cost of the projects was above the budget estimates a fact attributed to price fluctuation. This study, recommends that schools carry out comprehensive project planning using the appropriate analysis tools. It is recommended that budgeting be done by experts in the relevant fields and procurement management be guided by the laid down procurement procedures as provided for in the public procurement act and its addendum regulations. The study recommends that the Boards of Management (BOMs) be trained on project planning, budgeting and procurement management to enhance their capacities in project management during implementation.
