In the first All-India Engineers' Conference, the question of recognition of professional engineering organisations came up for consideration. Our Constitution does not embody any provision for issue of any "Charter" by Loksabha, like other countries. While licence is issued by corporation and ministries, charter is issued by Loksabha, though the underlying principle is basically same-trading. In a republican union, advocating socialistic pattern of society, it does not behove discriminatory treatment in trading facilities and least in trading in the dissemination of know-why.
