On Foreign Collaboration

Foreign collaboration in any form whatsoever may be thought of after the local possibilities have been used up to the fullest extent. It is a matter of regret that for anything and everything a nation is inclined to explore the possibility of Foreign assistance; does it not reveal that the growth has been parasitic in pattern? What is more astounding and fallacious is that more than often the collaboration decision is being taken at the administrative level without taking the opinion of the technical personnel in cognizance.
