In any project material cost accounts for about 60% of the total outlay, if not more. Financial consideration therefore, places a VIP cap on material. Engineers, in their endeavour to harness the resources of nature, transform material and energy for the welfare of the mankind and for the wealth of the land. Feeding of right materials at right time to the engineers in the front line is, therefore, is an assignment whose failure is manifested through halt in progress, deadlock in production, stoppage of construction.
