There is no denial of the fact that expenditure on highway construction and maintenance around the world are steadily climbing. In some developing countries like Africa, Asia and Middle East, the expenditures on this account have doubled itself within five years between 1960-65. In our country, however, expenditures on highways are not at all consistent with the earnings from road transport. There is no doubt that the provision of modern road system in a country is an essential pre-requisite of industrial recovery.
