With the Third Five Year Plan began the Second phase of road development to be further consolidated in the Fourth Plan to serve all needs other than administrative, e.g., those of commerce, industry, education, health and agriculture. By the time the Third Plan was drawn up various development projects-the river valley projects for irrigation and power, steel plants and re rolling mills, chemical and synthetic industries, automobile and allied industries, heavy machinery and mining industries and so many other activities were well under way so much so that the need of carefully examining the basic functions of road development became imperative.
