A Weak Homeomorphism Between Topological Spaces and a Characterization of completely Regular Spaces

The completely regular spaces form a link between the abstract topological spaces and the Euclidean or metrical spaces, Tychonoff defines such spaces as those which admit a characteristic functional for each pair of subsets, of which one consists of a single point and the other is a closed set not containing the point.
