Haryana State Electricity Board's (HSEB) total expenses were rising year after year. Till 1998, after reforms, total expense-performance ratio of four corporations is not good. It required lot of improvement because rising and higher total expense performance ratio led to a situation of loss and new structure is immideately required for the power sector of Haryana.
