Methodology for Setting Forestry Research Priorities for India

Setting research priorities stands for selecting balanced research portfolio with due consideration to the research needs, optimum utilisation of resources and capability, potentiality and preference of scientists. It has also been observed that many organisations working on the same fields may not have coordination and collaboration. Further, the choice of research lacks in objectivity. Therefore, there is need for developing a methodology for setting research priorities in forestry sector for India. Till date very few organisations have developed such methodology. In this context a comprehensive methodology, compatible to Indian forestry research objectives and infrastructure, was developed. The methodology is being implemented for formulation of National Forestry Research Plan. The methodology is basically a modified bottom-up approach and follows Weighted Criteria Method for research prioritisation and Delphi Technique for reaching consensus. It ensures three levels of prioritisation i.e. prioritisation of problems, themes and projects in integrated and sequential manner. It uses open-ended questionnaires, deliberation in series of workshops and scoring by well informed Research Advisory Group for setting research priorities. It ensures formulation of State Forestry Research Plan, Research Plan of Institutes and National Forestry Research Plan in sequence with very high degree of transparency and participation. These plans are being formulated with in-depth environmental analysis. The methodology focuses research to research needs. It also provides a mechanism for establishment and institutionalisation of symbiotic networking of forestry research organisations. It establishes transparent, participatory and competitive research management system. Further, it creates an environment which will promote passion for innovation and excellence in researchers.
