The National Knowledge Commission 1 (NKC) constituted by the then Prime Minister, Dr. Manmohan Singh, in June 2005 set up the Working on Libraries 2 "to initiate objective review of current services and standards and to recommend the changes India needs". The Working Group, considering Libraries as Gateways to Knowledge, The Group submitted its first proposals for action to the Commission on 28th August 2006, and the Commission has recommended key actions to the Prime Minister in December 2006 in its Report to the Nation. Of the ten Recommendations five of them are directly within the purview of activity of Library and Information Profession as its main focus.
